Gisteravond stuurde hij de Tweede Kamer een brief over de problematiek. Daarin meldt hij dat er vorig jaar 11.500 arbeidsongeschikten wachtten op een herbeoordeling. Als de ‘normale’ werkvoorraad erbij wordt genomen, telt de achterstand 25.000 herbeoordelingen.
Het aantal aanvragen voor een herbeoordeling, van werkgevers of de cliënt zelf, neemt intussen ook nog eens hard toe. Én vanaf 2016 moeten alle arbeidsongeschikten die al vijf jaar geen verzekeringsarts hebben gezien ook nog worden herbeoordeeld. Het UWV voorspelt in interne documenten dat er dan jaarlijks 9.000 tot 12.000 extra herkeuringen moeten worden verricht. Minister Asscher zegt nog niet te weten hoeveel mensen het behelst.
Mede vanwege de grote stroom werk die er voor UWV-artsen aankomt, maar ook uit humaan oogpunt, vroeg de Tweede Kamer de minister vorige maand om de huidige achterstanden in ieder geval voor 2017 weg te werken. Dat gaat niet lukken, laat Asscher nu weten. “Daarvoor is het probleem te groot.”
Over de achterstanden met de fraudemeldingen is Asscher positiever. Het UWV gaat vijftig extra mensen inzetten om de werkvoorraad in een half jaar tijd terug te brengen van 73.000 naar 20.000 signalen. En ze hopen daarna niet weer te stuiten op onverwachte tegenvallers, zoals een computerprobleem.
De 47.000 mensen die wachten op een reïntegratietraject bij het Werkbedrijf van het UWV wil Asscher geen werkachterstand noemen. Het betreft hier een keuze van het UWV, legt hij uit. De uitkeringsinstantie heeft besloten dat mensen met een grotere afstand tot de arbeidsmarkt, zelf aan de bel moeten trekken als ze begeleiding naar werk willen.
“Het UWV zet vooral in op arbeidsongeschikten die dichter bij de arbeidsmarkt staan.” Volgens de minister doet de uitkeringsinstantie dat omdat ze zo het effectiefst is. Door deze groep te helpen, slaagt het UWV erin meer mensen uit de uitkering te halen en aan het werk te krijgen. Deze aanpak begrijpt de minister wel, maar hij kan die niet helemaal goedkeuren. Want hierdoor lopen mensen die tijdelijk of gedeeltelijk arbeidsongeschikt zijn, het risico niet geholpen of gezien te worden.
Er moet dus iets veranderen bij het UWV. Dit voorjaar wil de minister een uitgewerkt plan van aanpak presenteren aan de Tweede Kamer.
