Alleen al daarom ben ik blij dat de WIA er is’, zo vindt Anoushka Schut. ‘Tegenover de oude WAO is de instroom met meer dan 70% gedaald. Dus dat bespaart meer dan 3 miljard euro! Daarnaast is het positief dat mensen blijven
werken als ze kunnen werken. Kortom: in die zin is de WIA een succes te noemen.’
Periodieke herkeuring WGA-ers
Schut haalde vorig jaar het nieuws met haar plan om WGA-ers periodiek te herkeuren. ‘Ik ben erop tegen dat het mogelijk is dat mensen thuis zitten met een WGA-uitkering terwijl ze zouden kunnen werken. Naar aanleiding van de toch hogere instroom dan verwacht is vorig jaar een onderzoek door APE uitgevoerd: Duurzaam-niet duurzaam.
De onderzoeksvraag daarbij was welke factoren ertoe bijdragen dat een grote groep werknemers niet-duurzaam volledig arbeidsongeschikt wordt verklaard en dus in de WGA belanden. Slechts een kwart van de WGA-ers is ooit herkeurd. Daarom heb ik eind vorig jaar een voorstel gedaan om periodieke herkeuring verplicht te stellen. De WGA is namelijk bedoeld als een tijdelijke regeling om te bezien wat mensen nog wel kunnen. Dan vind ik het goed als je regelmatig die mogelijkheden in kaart brengt. Want de VVD wil blijven zorgen voor de mensen die niet kunnen werken, maar als je kúnt werken moet alles daarop gericht zijn. Kijk, twintig jaar geleden dachten we ook dat WAO-ers niet konden werken terwijl dat voor een groot deel niet opging. Ik vind het de moeite waard om te onderzoeken of een WGA-er meer kan dan we denken.’
Houd contact met de WGA-er
Over de berichten dat sommige werkgevers niet eens weten wie hun WGA-ers zijn, zegt Schut: ‘Ik vind dat je van werkgevers mag verwachten dat die mensen niet buiten beeld raken – iets dat kennelijk toch nog gebeurt. ‘Als je contact houdt, dan is de kans groter dat je zieke werknemer sneller terugkeert naar werk’. En ja, die verantwoordelijkheid mag je van werkgevers vragen. We hebben het re-integratieproces met zijn allen ook wel moeilijk gemaakt. Het UWV keert gewoon uit, en pas achteraf krijgt de werkgever bericht dat hij
moet betalen. Er zitten dus weinig beïnvloedingsmogelijkheden in voor de werkgever. Ik vraag me af of het UWV sommige re-integratietaken nog wel kan uitvoeren en spreek daar minister Asscher op aan. Keuren doen ze goed bij het UWV, maar re-integreren niet. Wat dat betreft is de Eigenrisicodrager beter af: werkgevers (zoals Facilicom red.) die het zelf doen, onderhouden contact en zijn direct op de hoogte of mensen kunnen re-integreren.
