Een meerderheid van de Tweede Kamer wil een onderzoek naar hoe kleine bedrijven kunnen worden ontzien bij de verplichting om ziek personeel twee jaar lang door te betalen. Politieke partijen verschillen nog wel van mening over de manier waarop kleine werkgevers kunnen worden ontlast.
Dat blijkt uit een rondgang van het FD. Donderdag debatteert de Kamer over de wettelijk verplichte loondoorbetaling bij ziekte gedurende twee jaar. Oppositiepartij CDA pleit al langere tijd om de termijn voor in elk geval kleine bedrijven in te korten naar maximaal een jaar. Ook regeringspartij VVD voelt hiervoor en D66-Kamerlid Steven van Weyenberg heeft eveneens `veel zorgen’ over de last van de loondoorbetalingplicht voor `kleine en startende bedrijven’. Net als de SGP en GroenLinks.
Regeringspartij PvdA sluit zich hier nu bij aan, zegt Kamerlid Grace Tanamal. Weliswaar wil ze de twee jaar loondoorbetaling in stand houden, omdat zo de inkomenszekerheid voor zieken in stand blijft en die minder snel instromen in een arbeidsongeschiktheidsuitkering. Maar dat neemt niet weg dat de PvdA `oog heeft voor de problemen die met name kleinere mkb-werkgevers ervaren’, zegt Tanamal. `Wij zullen minister Lodewijk Asscher van Sociale Zaken vragen om een plan om hen tegemoet te komen.’
Werkgeversorganisaties VNO-NCW, MKB-Nederland en ONL luidden al tijden de noodklok over de lange loondoorbetalingplicht. MKB-voorman Michaël van Straalen liet deze week opnieuw weten dat de verplichting ondernemers ervan weerhoudt personeel in vaste dienst te nemen. Hij dringt er bij de Kamer op aan de doorbetalingplicht te bekorten tot één jaar voor bedrijven tot 250 werknemers. Daarbij moet wat hem betreft het bedrijfsleven de premielasten voor het eerste halfjaar voor zijn rekening nemen en de werknemers de kosten over de tweede helft.
MKB-Nederland wil daarnaast dat ondernemers niet langer hoeven op te draaien voor niet-werkgerelateerd verzuim, zoals skiongelukken. Daarvoor moeten werknemers zichzelf maar verzekeren, meent Van Straalen.
De VVD is het eens met de MKB-voorman. `Nederland maakt als één van de weinige landen ter wereld geen onderscheid tussen werkgerelateerd verzuim, zoals bedrijfsongevallen en bijvoorbeeld sportblessures’, zegt Kamerlid Anoushka Schut-Welkzijn. Coalitiepartner PvdA wil echter vasthouden aan het huidige systeem, waarin geen onderscheid wordt gemaakt, net als het CDA.
