Export kinderbijslag wordt gestopt- uitkeringen omlaag–
Nederlandse uitkeringen, zoals de nabestaandenuitkering (Anw) en de kinderbijslag, zijn bedoeld om hier in Nederland te gebruiken. Als die uitkeringen naar het buitenland gaan, dan vinden wij dat deze moeten worden aangepast aan de kosten van levensonderhoud in dat land. Dit heet het woonlandbeginsel. In Marokko liggen de prijzen 60% lager dan in Nederland. Maar het zogenoemde sociale zekerheidsverdrag met Marokko stond verlaging van de uitkeringen in de weg. Hierover liepen sinds 2011 onderhandelingen met Marokko. Nu is er eindelijk een akkoord getekend door Marokko.
De VVD heeft altijd de voorkeur gegeven aan aanpassing van het verdrag boven opzegging. Maar Marokko gaf niet thuis. Marokko trok in december 2015 de stekker uit het akkoord met Nederland door last minute de reikwijdte van het verdrag te verbreden tot de Westelijke Sahara. Dat was onacceptabel voor een grote meerderheid van het parlement. Toen heb ik het initiatief genomen om het verdrag op te zeggen. Nu heeft Marokko eieren voor zijn geld gekozen en nu toch het afgesproken verdrag alsnog ondertekend. Dat is mooi, uitkeringen gaan direct omlaag en daar was het ons ook om te doen. Want van een uitkering mag je niet rijk worden.
