Overleg over uitkeringen Marokko alsnog mislukt
Het overleg tussen Nederland en Marokko over aanpassing van het socialezekerheidsverdrag is alsnog mislukt. Minister Asscher schrijft aan de Tweede Kamer dat Marokko op het laatste moment met aanvullende eisen kwam, waaraan Nederland niet tegemoet kan komen.
In september leek er een akkoord te zijn, waardoor Nederlandse uitkeringen voor mensen in Marokko omlaag zouden gaan. Het was de bedoeling dat dit akkoord deze maand zou worden ondertekend, zodat het op 1 januari zou kunnen ingaan.
Westelijke Sahara
Asscher schrijft dat hij de afgelopen weken nog heeft geprobeerd om het eens te worden over de aanvullende eisen, maar dat dit helaas niet gelukt is. Met name de eis om het gebied waar Nederlandse uitkeringen worden uitbetaald uit te breiden naar de bezette Westelijke Sahara, is wat Asscher betreft problematisch.
De minister betreurt het ten zeerste dat het overleg is geklapt. Hij schrijft dat Nederland nog steeds bereid is om tot een akkoord te komen.
Onbetrouwbaar
Maar bij regeringspartij VVD is het geduld op. “Marokko is onbetrouwbaar gebleken. Het is nu slikken of stikken, en anders zeggen we het verdrag in januari gewoon op”, zegt Kamerlid Schut-Welkzijn.
De PvdA hoopt dat het recent bereikte akkoord met Marokko gehandhaafd blijft. Volgens Kamerlid Yücel leidt deze stagnatie tot onzekerheid bij kwetsbare gezinnen. “Zij mogen hiervan niet de dupe worden.”
Zowel minister Asscher als de VVD heeft in 2014 ook al gedreigd met het opzeggen van het verdrag. Toen gingen de onderhandelingen weer verder. Het opzeggen van het verdrag heeft grote gevolgen voor Marokkanen die hier jarenlang hebben gewerkt. En Marokko is ook een belangrijke partner bij de aanpak van jihadisme.
Woonlandbeginsel
Het socialeverzekeringsverdrag met Marokko houdt in dat Marokkanen die in Nederland uitkeringsrechten hebben opgebouwd, na terugkeer in Marokko relatief hoge uitkeringen ontvangen.
De Tweede Kamer wilde dat het verdrag werd aangepast, omdat het in strijd is met het woonlandbeginsel. Dat bepaalt dat uitkeringen worden aangepast aan de kosten voor levensonderhoud in het land waar de uitkeringsgerechtigde woont.
