Werknemers moeten zich gaan verzekeren voor ziekten en blessures die ze buiten werktijd oplopen. Als personeel zelf voor verzekering zorgt voor niet-werkgerelateerd verzuim, durven werkgevers eerder personeel aan te nemen. Dat stelt VVD-Kamerlid Anoushka Schut-Welkzijn in een opiniestuk in NRC.
Nu betalen werkgevers nog bij verzuim als gevolg van bijvoorbeeld blessures die zijn opgelopen tijdens het voetballen. Werkgevers moeten bij ziekte van een werknemer nu twee jaar lang loon doorbetalen of daarvoor een verzekering afsluiten. Schut-Welkzijn haalt een onderzoek aan van TNO waarin werknemers aangeven dat 70 procent van de ziekten een oorzaak heeft die buiten het werk ligt. In totaal wordt nu door werkgevers en overheid 25 miljard uitgegeven aan kosten van ziekte- en arbeidsongeschiktheid, schrijft ze.
HOGE LASTEN BIJ ARBEIDSONGESCHIKTHEID
Nederland is volgens de VVD een van de weinige landen ter wereld waar geen onderscheid wordt gemaakt tussen werkgerelateerd verzuim – bijvoorbeeld een beroepsziekte als kapperseczeem of een bedrijfsongeval – en verzuim waarvan de reden buiten het werk ligt, zoals een verslaving of een sportblessure. Werkgevers dragen het grootste deel van de lasten bij ziekte en arbeidsongeschiktheid.
Ze roept minister Asscher van Sociale Zaken (PvdA) op “om met de VVD te blijven nadenken hoe we de lasten voor werkgevers kunnen terugschroeven.”
Ze noemt het voorbeeld van een werkgever met vier werknemers, van wie er een ziek is. De werkgever betaalt niet alleen loon door maar moet ook de reïntegratie faciliteren en vervanging verzorgen. Schut-Welkzijn maakt in het opiniestuk geen duidelijk onderscheid tussen langdurige ziekte, waarbij de werkgever nu tot twee jaar loon doorbetaalt, en de gebroken arm waarvan sprake is bij ziekte of blessure buiten werktijd.
Vandaag wordt in de Tweede Kamer gedebatteerd met Asscher over loondoorbetaling bij ziekte. GroenLinks-Tweede Kamerlid Linda Voortman pleit voor een verplichte publieke regeling voor kleine bedrijven. Ook PvdA wil dat minister Lodewijk Asscher (Sociale Zaken) met een plan komt om kleine ondernemers te ondersteunen in geval van arbeidsongeschiktheid, meldt nu.nl.
