Akkoord over uitkeringen met Marokko kent lange geschiedenis
Het akkoord dat dit weekeinde met Marokko is gesloten, heeft een lange voorgeschiedenis. Al jaren stuurt Nederland aan op verlaging van de uitkeringen voor Marokkaanse Nederlanders die in Marokko wonen.
Het leven in Marokko is een stuk goedkoper dan in Nederland. Marokkaanse Nederlanders die in Marokko wonen, kunnen van veel minder geld rondkomen, is de redenering. Maar pogingen om de uitkeringen te verlagen, stuitten steeds op verzet van Marokko. De regering in Rabat beriep zich daarbij op een socialezekerheidsverdrag met Nederland waarin is afgesproken dat de uitkeringen niet zomaar omlaag kunnen.
‘Marokko gaf niet thuis’
Een Kamermeerderheid onder aanvoering van de VVD riep de regering op het verdrag op te zeggen toen duidelijk werd dat Marokko niet meewerkte aan verlaging van de uitkeringen. “De VVD heeft altijd de voorkeur gegeven aan aanpassing van het verdrag maar Marokko gaf niet thuis”, zegt VVD-kamerlid Anoushka Schut. De opzegging van het verdrag is al goedgekeurd door de Tweede en Eerste Kamer. Op 1 januari 2017 zou het zover zijn. Marokko had tot de zomer de tijd om alsnog tot een akkoord te komen. Dat is nu gelukt. Schut: “Onze druk heeft geholpen. Vlak voor de opzegging van het verdrag ingaat heeft Marokko eieren voor zijn geld gekozen, zodat nu de uitkeringen omlaag kunnen.”
Opzeggen van het verdrag is nu niet meer nodig. Minister Koenders van Buitenlandse Zaken is opgelucht. “Het was echt een kiezel in de schoen van de betrekkingen tussen Nederland en Marokko, dus het was belangrijk om dit goed op te lossen.” Opzegging van het verdrag had namelijk ook gevolgen kunnen hebben voor de samenwerking op andere terreinen, zoals aanpak van terrorisme en fraudebestrijding.
Diplomatiek handwerk
Succes kent meestal vele vaders, zo ook in dit geval. Minister Koenders heeft zich vanaf het moment dat hij aantrad ingespannen om er met de Marokkanen uit te komen, valt te beluisteren op het ministerie van Buitenlandse Zaken. Geen gelegenheid heeft hij onbenut gelaten om zijn Marokkaanse ambtsgenoot aan te spreken op de kwestie. Dat het nu tot een akkoord heeft geleid, zou het bewijs zijn dat diplomatiek handwerk ook anno 2016 nog heel belangrijk is.
Het ministerie van Sociale Zaken ziet juist een glansrol voor Lodewijk Asscher, die het goed kan vinden met de Marokkaanse staatssecretaris van Buitenlandse Zaken Nasser Bourita, een leeftijdsgenoot. In de afgelopen weken voorafgaand aan het akkoord zou er intensief sms-verkeer zijn geweest tussen de twee. Verder zou iedereen die afgelopen tijd naar Marokko ging, de opdracht hebben meegekregen te hameren op het belang van een akkoord. Veel willen de betrokkenen daar niet over kwijt, maar duidelijk is wel dat ook de Rotterdamse burgemeester Ahmed Aboutaleb – die zelf Marokkaanse wortels heeft – voor deze lobby is ingezet.
