Asscher: opzeggen verdrag Marokko schadelijk

De brief van de PvdA-minister is een reactie op een motie van VVD-Kamerlid Anoushka Schut. Zij wil dat het verdrag met Marokko wordt opgezegd omdat dat het onmogelijk maakt uitkeringen aan te passen aan de kosten van levensonderhoud in dat land, het ‘woonlandbeginsel’.
Asscher vroeg Schut vorige week de motie aan te houden, maar zij weigerde dat toen. Op verzoek van de PvdA werd de stemming over de motie dinsdag echter uitgesteld. Die fractie heeft volgens Kamerlid Mariëtte Hamer meer tijd nodig om zich te beraden. De Senaat moet zich volgende week nog uitspreken over een wetsvoorstel om de export van kinderbijslag te beperken. Volgens Asscher is het van belang voor de onderhandelingen met Marokko of dat wordt aangenomen.
Het kabinet besloot eerder voor kinderbijslag aan kinderen buiten de EU het woonlandbeginsel toe te passen. De rechter stak daar echter voor onder meer Marokko een stokje voor, omdat het woonlandbeginsel strijdig is met het socialezekerheidsverdrag met dat land. Hierover lopen nog juridische procedures.
Nederland onderhandelt al geruime tijd met Marokko over het aanpassen van het verdrag, maar de standpunten liggen volgens Asscher nog ver uiteen. Asscher zegt de motie van Schut te willen gebruiken als „signaal” bij de besprekingen.
