Nederland moet het verdrag over sociale zekerheid met Marokko opzeggen omdat dit verdrag het onmogelijk maakt uitkeringen die naar dat land gaan, te verlagen. Dat staat in een motie die VVD-Kamerlid Anouschka Schut woensdag heeft ingediend en die mede ondertekend is door de SGP. Regeringspartij VVD dreigt hierdoor in aanvaring te komen met PvdA-minister en vicepremier Lodewijk Asscher van Sociale zaken.
Asscher wil het verdrag met Marokko nog niet opzeggen, heeft hij al diverse keren laten weten. Als Nederland dat doet, heeft het geen mogelijkheden meer fraude met uitkeringen in dat land te controleren, onderstreepte hij woensdag. Hij wil de motie gebruiken als „signaal” om in zijn onderhandelingen met Marokko over aanpassing van het socialezekerheidsverdrag de druk op te voeren.
Asscher beloofde de Kamer snel een brief te sturen om de kwestie gedetailleerd uiteen te zetten. Hij vroeg Schut haar motie voorlopig aan te houden, maar dat weigerde ze. Asscher ontraadde daarop de motie. Daarover wordt waarschijnlijk dinsdag gestemd. De kans is vrij groot dat ze wordt aangenomen. PVV en ChristenUnie zullen haar naar verwachting steunen. Het CDA neigt daar ook toe, maar wacht eerst de brief van Asscher nog af, zei Kamerlid Pieter Heerma.
Het kabinet besloot eerder de kinderbijslag voor kinderen buiten de EU aan te passen aan de kosten van levensonderhoud in het land waar het kind woont, het ‘woonlandbeginsel’. Die kosten zijn in Marokko veel lager. De rechter stak daar echter een stokje voor, omdat dat woonlandbeginsel strijdig is met het socialezekerheidsverdrag.
