Staatssecretaris vraagt gemeenten facturen versneld aan thuiszorgbedrijf te betalen

Ondanks de grote financiële problemen krijgen alle 12.000 werknemers van het noodlijdende zorgconcern TSN Thuiszorg hun salaris over de maand december gewoon uitgekeerd. De tientallen gemeenten waar TSN de thuiszorg voor uitvoert, hebben beloofd de uitstaande facturen van het zorgbedrijf uit Almelo versneld te betalen.
Staatssecretaris Martin van Rijn van VWS zei dat donderdag in een algemeen overleg in de Tweede Kamer. Hij verwacht dat TSN alle werknemers in ieder geval nog deze maand kan betalen. `Ik heb goede hoop dat voor december de continuïteit van de ondersteuning kan worden gewaarborgd, evenals de werkgelegenheid van de werknemers.’
De bewindsman kon niet garanderen dat alle gemeenten zich aan de afspraak zullen houden, maar er zijn al wel veel betalingen voldaan. Daarmee krijgt TSN tijdelijk wat lucht. De bewindvoerders waren donderdag niet bereikbaar voor commentaar.
TSN vroeg op 30 november uitstel van betaling aan, waarop de rechtbank twee bewindvoerders aanstelde. Het grootste thuiszorgbedrijf van Nederland, onderdeel van ADG Dienstengroep, zet huishoudelijke hulpen in bij circa 40.000 cliënten, verspreid over heel Nederland. De 12.000 werknemers vrezen uiteindelijk hun baan te verliezen. Mocht TSN niet voldoende liquide middelen hebben, dan zal het UWV de salarisbetaling overnemen, zei Van Rijn in het debat donderdag. De gang naar het UWV duurt wel langer en vergt meer procedures.
Vorige week hebben de bewindvoerders overlegd met een aantal gemeenten en de Vereniging Nederlandse Gemeenten over de crisissituatie in de thuiszorg. Niet alleen TSN maar ook andere aanbieders zijn verlieslatend.
Veel Kamerfracties toonden zich donderdag bezorgd over de toekomstkansen van de thuiszorg. Zij spraken van een `race to the bottom’ waarin de vergoedingen die veel gemeenten hun zorgbedrijf betalen, niet kostendekkend zijn. Van Rijn bereidt een maatregel voor waarin staat dat gemeenten zorgvuldiger moeten inkopen, maar die wijziging zal vermoedelijk pas in 2017 effect hebben.
Veel parlementariërs zijn bezorgd over de kortetermijnvooruitzichten voor de thuiszorg. Mona Keijzer (CDA) stelt dat daar geen oplossing voor wordt geboden. VVD’er Anoushka Schut-Welkzijn zei dat de rekening voor slecht management door TSN hoe dan ook niet bij de overheid kan worden gelegd.
De regering sloot in december met de vakbonden, het Rijk en de gemeenten een akkoord waarin is vastgelegd dat er extra middelen komen voor vernieuwing van de thuishulp. Het gaat voor 2016 om een bedrag van €200 mln en een jaar later €300 mln.
