Voorzitter,
Ik wil starten met een punt dat niet op de agenda staat maar ongetwijfeld wel aan bod zal komen de komende tijd in de Europese Raad.
De Europese Commissie heeft op 19 mei aangekondigd een zogenaamde inbreukprocedure te starten naar het Duits minimumloon voor de transportsector. Zo’n inbreukprocedure is een zwaar middel dat de commissie kan inzetten als het van mening is dat een lidstaat zijn verplichtingen volgens EU-recht niet nakomt.
Het gaat om de beperking van het vrij verkeer van goederen en diensten. Het Duitse minimumloon voor verladers leidt tot heel veel administratieve rompslomp, omdat ze hun loonadministratie in het Duits moeten vertalen.
De VVD vindt dat vrij verkeer van goederen en diensten voor de Nederlandse export en transport naar en door Duitsland van essentieel belang is. Dat is nu juist de meerwaarde van de Europese samenwerking. Obstakels hiervoor moeten zoveel mogelijk worden beperkt.
Hoe waardeert de minister deze problematiek veroorzaakt door het minimumloon in Duitsland?
Gaat hij dit aan de orde stellen tijdens dit overleg bij zijn collega’s?
Ervaren buitenlandse bedrijven zulke beperkingen ook in Nederland ?
De VVD is het eens met de lijn van het Kabinet dat het niet subsidiair is om op Europees niveau maatregelen te nemen om gendergelijkheid af te dwingen. Quota zijn voor vissen, niet voor vrouwen, zegt mijn collega Van Ark altijd. Bedrijven die werken met gemengde teams merken zelf dat ze betere prestaties kunnen behalen dan met homogene teams. Maar de uiteindelijke beslissing is aan bedrijven zelf. Aangezien Duitsland nu wel een quotum heeft gesteld van 30% aan de leden van de Raad van Commissarissen, hoe hard is de blokkerende minderheid dan nog in de Europese Raad? Hoe schat de minister dit in?
We kennen de prioriteiten van het Nederlands voorzitterschap op het gebied van Sociale Zaken. Wanneer zal de minister de Kabinetsprioriteiten voor SZW met de Kamer bespreken? En waar wil hij uitkomen?
We vragen de minister of hij bij de bespreking van het werkprogramma van de commissie en tijdens het voorzitterschap aandacht wil geven aan het voorstel van de VVD om in arbeidsomstandighedenregelgeving aan te dringen op meer doelvoorschriften in plaats van middelvoorschriften. Zodat maatwerk kan worden geleverd in het voorzien in goede arbeidsomstandigheden. De exacte manier om hiertoe te komen wordt dan niet langer vanuit Europa geprotocolleerd en geharmoniseerd.
