De VVD heeft er vertrouwen in dat zowel gemeenten, zorgaanbieders als deze staatssecretaris de continuïteit van zorg voor cliënten goed bewaken. Gemeentegeld moet gaan naar zorg en niet naar instellingen. Gemeenten zijn vrij in hun contractering met Buurtzorg maar ook met andere aanbieders. Zij moeten niet worden gedwongen CAO schaal 15 te betalen terwijl ze behoefte hebben aan een schoon huis, op schaal 10.
Het is van de gekken dat we eerst de thuiszorg decentraliseren en dan achteraf aanvullende eisen stellen over wie die zorg wel of niet mogen leveren. De decentralisatie maakt het juist mogelijk om rekening te houden met de lokale vraag en aanbod. De VVD vraagt zich af waaruit de beleidsvrijheid van gemeenten nog bestaat, als je ze gaat verplichten hoe ze hun zorg in de gemeente gaan inkopen en bij wie.
Natuurlijk moet iedereen aan bestaande wet- en regelgeving voldoen, maar de VVD is er tegen dat voor de zorg strengere regels gaan gelden dan voor andere sectoren. Dat vernietigt werkgelegenheid. Het kan niet zo zijn dat er wel voor een gastouder mag worden bemiddeld, maar niet voor een alfahulp.
In december heeft de staatssecretaris toegezegd om bij de uitwerking van zijn afspraken in regelgeving de goede praktijken niet onnodig voor de voeten te lopen. We zullen de AMvB beoordelen op de beleidsvrijheid die gemeenten houden. Tot die tijd hou ik mijn motie hierover aan.
