Spreektekst dertigledendebat over topinkomens in de ouderenzorg

We praten hier over topinkomens in de ouderenzorg.

De VVD-fractie vindt dat waar mensen verplicht premies betalen voor collectieve zorgvoorzieningen, we zorgvuldig met die premies moeten omgaan. Daarom hebben we als VVD-fractie ingestemd met een verdere verlaging van de Topinkomens in het regeerakkoord. Dit heeft geleid tot de tweede Wet verlaging op de Topinkomens, de WNT 2.

De minister van VWS heeft per brief eind december 2014 aangegeven dat zij gebruik wil maken van het overgangsrecht van de WNT 2.

Het in de wet vastgelegde overgangsjaar gaan de bewindslieden op VWS gebruiken om met de sector te komen tot een zorgvuldige invoering van de WNT 2. Het is goed dat de geleerde lessen van de invoering van de WNT in 2013 nog niet vergeten zijn. Toen werd een te snelle en onzorgvuldige implementatie door de rechter gecorrigeerd.

Voorzitter,

Hier heb ik nog enkele vragen over. Ten eerste zou de VVD graag willen weten hoeveel functionarissen er op dit moment niet voldoen aan de WNT 1. Kan de staatssecretaris dat aangeven?

In de brief van minister Plasterk staat dat, nadat de WNT 2 is ingevoerd in de zorg de overgangstermijn gaat gelden, waarna alle topfunctionarissen aan de wet moeten voldoen. Hierbij moet rekening worden gehouden met het Europees Verdrag voor de Rechten van de Mens. Wat betekent dit in de praktijk? Hoe lang duurt het naar inschatting van de staatssecretaris dat alle topfunctionarissen in de zorg aan de WNT 2 voldoen?

Welke stappen worden dit jaar gezet om de WNT 2 in te voeren per 2016? Wanneer wordt de Kamer over de uitkomsten hiervan geïnformeerd?

De VVD is voorstander van de wet, omdat mensen verplicht zijn premies te betalen en er zinnig en zuinig met deze premies moet worden omgesprongen.

De VVD fractie vindt het logisch dat gekozen wordt voor zorgvuldige implementatie, zodat juridische procedures kunnen worden vermeden.
