De VVD wil dat het sociale zekerheidspakket dat het Verenigd Koninkrijk heeft bedongen voor een behoud van lidmaatschap van de Europese Unie wordt ingevoerd.

De Britten kunnen in een referendum op 23 juni stemmen voor een vertrek van hun land uit de EU, ook wel aangeduid als Brexit.
Het VK heeft tijdens de EU-top op 19 februari een aantal maatregelen afgedwongen waardoor premier David Cameron zich inzet om bij de Unie te blijven. Die maatregelen gelden overigens voor alle EU-landen.
Het gaat onder andere om de export van toeslagen voor migrantenkinderen naar andere EU-landen. Een Pool die in het VK werk vindt maar waarvan de kinderen nog in Polen wonen, krijgt zo een lagere toeslag. Internationaal wordt vastgesteld hoe de prijzen van landen zich tot elkaar verhouden.
“De VVD wil dat je gewoon kunt blijven werken in andere EU-landen, maar mensen moeten niet enkel en alleen verhuizen om gebruik te maken van een uitkering”, zegt Schut-Welkzijn.
NOODREM
Ook moet volgens de coalitiepartij de zogenoemde noodremprocedure worden ingevoerd, ongeacht een Brexit. Zo’n procedure treedt in werking als de toestroom van EU-migranten zo hoog is, dat het socialezekerheidsstelsel van dat land in gevaar komt.
In zo’n situatie moeten migranten langer wachten voordat zij aanspraak kunnen maken op werkgerelateerde uitkeringen waar ze geen premies voor hebben betaald. “Het is logisch dat je voor bepaalde rechten wat langer moet wachten voordat je er aanspraak op kunt maken. Als je nog niet zo lang werkt, krijg je ook minder WW uitgekeerd”, zegt Schut-Welkzijn.
In de overeenkomst met het VK is afgesproken dat de regeringsleiders van de 28 EU-landen, de Europese Raad, bepalen wanneer de noodremprocedure in werking treedt.
Schut-Welkzijn: “Veel voorzieningen zijn in Nederland beter geregeld dan in andere Europese landen, dat maakt het aantrekkelijk voor arbeidsmigranten om hier werk te zoeken.”
MAATREGELEN
De VVD-politica vindt niet dat er op dit moment door arbeidsmigranten uit andere EU-landen een te zwaar beroep wordt gedaan op de sociale zekerheid. Het gaat de partij erom dat er maatregelen zijn die dit kunnen voorkomen als dat wel dreigt te gebeuren.
Donderdag debatteert de Tweede Kamer met minister Lodewijk Asscher van Sociale Zaken onder andere hierover.
